Encampment along the I280 on-ramp off Pennsylvania Ave. San Francisco, California. Tents used to be a common site on San Francisco streets, but with policy changes, changing housing and drug policies, tents have pretty much disappeared. Today San Francisco has the second highest drug overdose death rate in the country, and antidotally many more sleep rough on the streets. Tents, hardly an ideal living space, do offer some protection from the elements, privacy, and community when no housing is available. Photo: Robert Gumpert 19 April 2026
